Xamarin.Mac allows for the development of fully native Mac apps in C# and.NET using the same macOS APIs that are used when developing in Objective-C or Swift. Because Xamarin.Mac integrates directly with Xcode, the developer can use Xcode's Interface Builder to create an app's user interfaces (or optionally create them directly in C# code). Xamarin.Mac projects (macOS desktop apps) can be opened in Visual Studio and compiled to check for errors, but Mac applications cannot currently be built for distribution in Visual Studio. Note Xamarin for Visual Studio supports Visual Studio 2019 or Visual Studio 2017 (Community, Professional, and Enterprise).

Installation on Windows
Download the Xamarin Installer from https://www.xamarin.com/download Before running the Xamarin installer, make sure you have installed Android SDK and Java SDK on your computer.
Run the downloaded installer to begin the installation process −
The Xamarin license agreement screen appears. Click the Next button to accept the agreement.
The installer will search for any missing components and prompt you to download and install them.
After the Xamarin installation is complete, click the Close button to exit and get ready to start using Xamarin.
